Apple’s advisers searched for a new jurisdiction when Ireland changed its rules

After pressure on Ireland’s treatment of certain companies, Apple’s advisers asked offshore specialists which jurisdictions could accommodate a revised arrangement. The leaked questionnaire covered tax treatment and the likelihood of unfavorable political or legal changes.

ICIJ reported that Jersey became part of the resulting structure. The documents made visible an adaptation process that aggregate tax figures alone could not show: a rule change in one place prompted a search across several others.

Apple maintained that it paid the taxes it owed and disputed the implication that the restructuring reduced its tax payments. The 2017 investigation is best read as a historical account of advisers coordinating across jurisdictions, where governments change rules separately but multinational companies can plan across the whole system.
