Meta shifts AI review guidance away from token counts

Token usage can show engagement with a tool without establishing that the work improved. High consumption might reflect an ambitious project or repeated attempts to fix poor output.

Using adoption data to diagnose workflows is different from making it an individual performance target. Judging the contribution still requires knowing what was delivered, whether it worked and how much rework it needed.
